Notes for the construction of a analytical framework proposal for case studies in paradiplomacy

This paper aims to develop a analytical framework proposal for case studies in subnational external management, specifically focusing on intermediate or regional governments. It is assumed that achieving an explanatory level in the field of paradiplomatic studies requires complementing with other disciplines that provide conceptual tools and questions to address decision-making processes. It is a qualitative work, based on literature review techniques that intersects Paradiplomacy with International Political Economy and Regionalism. The study proposes three analytical dimensions that contribute to explaining decision-making processes within a policy framework of external management of intermediate governments: i) preference distribution and institutional environment at the regional level, ii) linkage with the central government, and iii) influence of the international context. It is emphasized that none of these dimensions alone explains the external behavior of a regional government, nor are they exclusive of other explanatory sources, but they configure a comprehensive approach to overcome the descriptive scope of the paradiplomatic field.

Waves of transnationalization, landnahme and agency of workers in the Global South

The article contributes to the debate on critical approaches to understand the expansive dynamics of digital capitalism. To offer a proposal for understanding the new waves of offshore outsourcing in the Software and IT Services (SSI) sector, we start from the German concept of Landnahme and, taking the case of Argentina, we analyze the latest phase of transnationalization of the sector. The growth of online offshore work is part of a series of recent transformations that allow the expansion of the labor market on a global scale. This expansion implies increased competition among workers, greater exploitation of digital labor in terms of control and productivity, and the erosion of labor rights. However, we note that it also enables sources of power for skilled workers, in specific modalities that allow for individual leveraging of the expansionary process among workers in the Global South, which cannot be captured from Landnahme's framework thought of from the Global North. At the same time, we recognize various limits to national development projects that this represents. The study is qualitative and relies on secondary sources (institutional documents, corporate websites and press articles) and worker interviews.

Perspectives and tendencies in the study of privileged social groups

The article gives an account of the readings and the dialogue with research literature made with the purpose of building a research question for a doctoral dissertation in social sciences, about sociability tied to the political and politics in the business elites of Córdoba, Argentina, between 2015 and 2019. With this, we aimed to link our own queries regarding privileged social groups, in broader study traditions, and, ath the same time, to find open questions. We show the key axis of the consideration of the literature of the field: its temporality and its situated character in Latin America, Argentina and Córdoba. The article is organized in three parts and ends with the exposition of the research problem built.

Being an Entrepreneur in Society 4.0

Entrepreneurship in Argentina has been growing exponentially since the 2001 crisis. In recent months, with the arrival of Libertad Avanza to the government and the adjustment policies that have been taking place, there has been an increase in the field of entrepreneurship, which includes people who work under dependency and cannot make ends meet, ventures that they carry out using digital tools. This situation has led to more and more people having to adapt to the structural conditions of digital work in society 4.0.

Society 4.0 is characterized by the digitalization and automation of production processes. This has generated a transformation of the time and space of work, which has led to the emergence of new practical knowledge for the development of general tasks. This new corporality has given rise to the need to acquire skills that allow us to adapt to the demands of today's society Scribano and Lisdero (2019).

This paper seeks to delve into the relationship between entrepreneurs who have had to adapt to the structural conditions of digital work in society 4.0 and to make visible the emotional regulation tools observed.

‘Quality of the mediated’

The Public Center for Community Mediation, under the Ombudsman of the Province of Córdoba, provides a community mediation service that is used daily by the citizens of Córdoba to settle different situations related to neighborhood and community coexistence. For the evaluation and improvement of this service, it is essential to understand the perceptions of its users and to identify the key components of quality mediation based on their experiences.
There are different methods to evaluate institutional services. The choice of a specific method depends on the object of study and the intended purpose. Our research takes a qualitative standpoint, a void in the subject, which allows us to go more deeply into the analysis, to grasp the complexity of the phenomenon and to consider courses of action that will have an impact on the service, as a contribution to building civic coexistence and intervening from a culture of peace.

The internal governance of cooperative enterprises and the self-management of community capital

The paper presents a critical analysis of the main lines of research that have emerged from Organizational Economics (OE) to study the internal governance (IG) processes of the cooperative enterprise (CE). The methodological debate on self-management is exposed from the confrontation of two competing agendas: the first, representative of traditional economic thought, develops a pessimistic reading of the democratic organizational model, while the second, from a synthesis of alternative contributions, proposes to address the endogenous mechanisms of IG that contribute to the successful management of CIs.
First, we systematize the arguments of the traditional perspective to dismiss the democratic administration of collective resources in CEs and then interpret the theoretical trajectory of this program from the epistemological and methodological implications of the adoption of a scientific metaphor built around the tragedy of the commons.
Finally, we analyze a body of work that evidences the capacity of cooperativists to endow the CE with successful IG mechanisms. By giving CEs a license to exist, these approaches promote a necessary change in the scientific metaphor used by OE to address self-management.

The popular economy of Córdoba as a resistance to the neoliberal precariousness sentiment

In opposition to neoliberal governance and as a potential alternative to the precarity it produces, the popular economy emerges as a viable resistance. Organizations within the popular economy develop organizational and productive strategies as a form of counter-hegemonic response and resistance to neoliberal dynamics. The territory of the province of Córdoba, Argentina, is not immune to these formations and alternative resistances, nor is the entire Argentine territory. What characterizes studies of the popular economy are analyses of organizational and productive strategies within its various units. However, there are also a series of necessary dynamics and practices for the sustainability of life known as "non-economic" or "care politics" With the aim of understanding these dynamics, particularly emphasizing community kitchens, this article qualitatively analyzes two events in which various organizations from the popular economy in Córdoba participated (FACCyR, Cooperativa Hortícola El Quirquincho, Cooperativa Textil FUEGOR, Traut Refugio Libertad).

Iraq to build: stakes and limits in a troubled context

The main purpose of this article is to examine the dynamics of Iraqi politics surrounding the formation of the latest government in 2022, currently in office.
To this end, we propose an initial overview that highlights its historical framework, constitutional structure, institutions, and the main political actors involved, considering Iraq's domestic and international spheres.

Particular attention is given to the sectarian conflict affecting the country and how it manifests in laws, disputes among political parties, and the institutional distribution of power. The analysis delves into the country's fragile situation, underscoring the population's demand for changes to combat sectarianism (which has deeply harmed Iraq's political and social landscape) and the corruption of a system that jeopardizes its future. This unfolds against the backdrop of a foreign policy deeply strained by rivalries among actors with vested interests in Iraq.

La producción de conocimiento académico en Ciencias Sociales en América Latina se ha consolidado como un campo fértil en disputa de sentidos. Desde sus múltiples tradiciones teóricas, metodológicas y políticas, se ha abocado a la tarea de deconstruir paradigmas, interrogar las condiciones históricas de su propia producción y edificar objetos de estudio situados. Este trabajo colectivo ha dado lugar a nociones, categorías y formas de conocer que dan cuenta de procesos sociales marcados por desigualdades estructurales, resistencias históricas y apuestas por la transformación. Desde esta perspectiva, el número 11 de Revista Raigal reafirma su compromiso con una ciencia social crítica y situada.

El Dossier temático que lo inaugura convoca a investigadores e investigadoras a compartir sistematizaciones teóricas, antecedentes y reflexiones contextuales que nutren y dan fundamento a sus proyectos de investigación o tesis. Se trata de poner en valor la tarea de construir estados del arte no como mero requisito académico, sino como ejercicio de lectura, interpretación y problematización de los saberes previos desde los cuales se construyen nuevas preguntas y marcos de análisis.
